Drainage update 11/27/2017

 

Upcoming Drainage Hearings or Meetings:

·         CD48 (Cambria Twp.)  We will be having a final improvement hearing during our December 12, 2017, Board of Commissioners Meeting.  Meeting location is on second floor of Historic Courthouse, in the commissioner’s room. More information and the Commissioners Meeting agenda will be posted to the county website next week.

·         JD17 (Garden City Twp.)  We will be hosting an informal landowner meeting to discuss possible repairs / improvements to this drainage system on December 13, 2017.  Part of the discussion will be updated plans and prices.  Affected landowners will receive a mailed notice of time and location.

 


Project Updates
:

  

  • CD28 (Lincoln Twp.)  Crews are completely done and all equipment was picked up and hauled out last Wednesday.  All connections have been made, holes have been filled and all check list items completed.  This improvement project for all purposes is done and over with…. minus the official signing off by the engineer and contractor.   
  • CD12 (Mankato Twp.)  Crews are still working on doing alternative side intakes and some cleaning up of things on the project.  All major crossings have been completed.  Spoils from ditch cleaning will definitely need to dry over winter and be spread out next spring.  The spoils areas and buffers will be seeded after all leveling and work is completed.
  • JD34 (LeRay Twp.)  I was unable to visit this site last week being such a short week.  I will be stopping by on site multiple times this week and give an updated report next week.  To my knowledge crews are doing very well and nearing the crossing under County Road 27.  I don’t believe crews are expecting to cross the road this year, but they said they’d put in as much tile as they could before the ground freezes up tight for the season.


 

Drainage Update:

With the short holiday week of last week, I spent two of my three days doing nothing but televising tile systems.  We televised CD76 (McPherson Twp.) which is just straight east of St. Clair by about 5 miles.  The reason for televising this system was because of ongoing issues with standing and ponding water causing year after year crop damages to adjacent property.  After televising the entire main line and a couple branches, it turns out that most of the system is in great shape for its age.  Most of the issues are in the northeasterly part of the system.

CD28 in Lincoln Township is the other system that we tried to televise.  As many know, we have been working on an improvement project for this system. The area of concern is an all tile area.  We still have more televising to do to finalize and get everything looked at, but from what we have seen so far, things aren’t good.  Much of this tile system is either failing and breaking or is completely full of sediment.  Not what we in the County Public Drainage Department wanted to hear.

This is the time of year that I like to get as much televising and inspecting done as possible.  I know I can’t cover every system every year, but I push as hard as I can to get as many repairs done as I can every year.  Many times, I’ve got more repairs than I do contractors willing to do the work.  This week will be more of the same, televising pretty much every day.  Televising this week will include more of CD28, JD49, JTD01 FAR and a couple others.  When I squeeze in a few project inspections, that will consume my week pretty quickly.

Last week was a short, yet very busy, week.  I expect much of the same this week.  We’ve had quite a few people stopping in or calling in about tile issues all across the county.  It’ll be a busy fall up to the very end, when things finally freeze up tight for the year.

As many may or may not know, Blue Earth County has accepted the jurisdiction for enforcement of the newer buffer laws.  The public waters buffers went into enforcement November 1, 2017.  November 1, 2018, is the deadline for all public drainage system buffers.  Last week BWSR (Minnesota Board of Soil and Water Resources) accepted Blue Earth County's plan for enforcement, by approving our buffer ordinance.  For questions or concerns on this or any other buffer concerns please give us a call.  You can also click on the links for more information; http://www.blueearthcountymn.gov/documentcenter/view/3445, http://bwsr.state.mn.us/buffers/#enforcement.

 

Recent Drainage Inspections – week of November 20 – November 22:

 

  • CD76 (McPherson Twp.)  We televised almost all of this system last week.  From what I saw on the televising, much of the system is in good shape. The northeastern end of system, or where it begins, is where much of the tile issues are.  We will be having an additional landowner meeting to discuss our findings and possible repairs/improvements to fix the issues.
  • CD28 (Lincoln Twp.)  Televised a portion of tile that was found to be in very bad shape.  This area of tile will need more televising to find as many of the problem spots as we can before making any decisions on how to approach fixing things.

           

Please call with issues you observe on our public drainage system, as there is a lot of open ditch and tile in our county and only two of us in the drainage department.  We will do our absolute best to service your issues and concerns as we receive them.

 

We require that all repairs to a county drainage system (tile or open ditch) be authorized by one us in the drainage office, either Craig or myself, before any repairs are made.
