Blue Earth County Courts Assessment
Findings of Dan L. Wiley & Associates-Court Facility and Operations Consulting
firm, February 2005
Violence in court facilities is a present day reality. Blue Earth County’s
historic courthouse does not provide the level of security required to
safeguard citizens and operate an effective system of justice.
Security problems include:

Unsecure Transportation |
- Victims’ Safety
Victims attending court do not have a separate and secure waiting
area.
- Shared Public Space
Inmates, justice officials, and citizens connected to a case must
wait in the same areas of the courthouse.
- Inmate Transportation
Separate jail and courthouse buildings increase the potential
for escape during transfer.
- Open Access to Courts
Inmates enter through the same unsecured corridors and doors used
by the general public.
- Lack of Inmate Facilities
There are no secure inmate receiving, transfer, conference or
holding areas within the courthouse or courtrooms.
- Poor Lines-of-Sight
Hidden recesses and corners prevent effective monitoring of the
courthouse.
- Unsecured Entrances
Multiple courthouse entrances make weapons-screening difficult
and expensive. |
