Minnesota Electronic Child Care On-Line Billing System
MEC2 PRO is an electronic billing application that works with MEC2 and allows providers to submit bills for CCAP services to counties using a secure internet process. MEC2 PRO allows providers to post billing information, view current and past submitted bills, and update data that has been entered. Additionally, MEC2 PRO contains links to remittance advices, reports and county contacts. MEC2 PRO reduces paperwork and mailing costs and increase billing efficiencies and payment timeliness.
In order to utilize MEC2 PRO, Blue Earth County has amended the 2008-2009 Child Care Assistance Fund Plan that addressed parent and provider signatures on the CCA Billing forms. While Blue Earth County supports the mission of providing funding for families needing child care, we also need to ensure those funds are appropriately spent. Providers using MEC2 PRO must provide assurances to the county to prevent misuse of public funds.
The enrollment process will include the following steps:
- Review the MEC2 PRO training materials and Billing Quick Reference Guides
- Complete the MEC2 PRO Provider Enrollment and Assurance Form and send to:

Designated provider staff member(s) will receive either a letter or e-mail with the username and password to access the MEC2 PRO system and link to the secure web site.
- Billing forms will then be available through MEC2 PRO for all consumers using CCA funds to pay for child care services with that provider.
